« À l'heure » means on time, « en avance » early and « en retard » late. « Tôt » and « tard » are about the time of day, not about a plan.
« Tout à l'heure » works both ways, as long as it's the same day: « Je l'ai vu tout à l'heure » (a little while ago), « À tout à l'heure ! » (see you later).
Besides « deux semaines », French often says « quinze jours » (fifteen days) for two weeks: « Je pars dans quinze jours » (I'm leaving in two weeks).
