Most weather phrases start with « il fait »: « il fait beau », « il fait chaud », « il fait 20 degrés ». Wind and sun use « il y a »: « il y a du vent ».
For the weather, say « il fait chaud ». For how you feel, use « avoir »: « j'ai chaud » (I'm hot), « j'ai froid » (I'm cold). « Je suis chaud » means something else entirely.
It's « au printemps » (in spring) but « en été », « en automne » and « en hiver ».
« Le temps » means both the weather and time: « Quel temps fait-il ? » (What's the weather like?), « Je n'ai pas le temps » (I don't have time).
